February, 2012 - In the summer of 2011, the New England Governors expressed interest in continuing to explore the potential for coordinated competitive renewable power procurement. To provide the region's policymakers with information about the availability of, and the directionally indicative costs for, on-shore and off-shore wind resources in New England and New York, NESCOE prepared the analysis presented here.
This analysis is not a development plan, or an expression of preference for any particular type of resource located in any particular location. It is also not a projection of actual costs of specific resources. Given the very conservative assumptions used in the base case, actual costs that would emerge from a competitive procurement would likely be meaningfully lower than the base costs in the analysis. This analysis instead provides high-level, directionally indicative cost information about various wind resources and confirms that the region has more wind potential than it needs to meet New England's renewable energy goals.
